English speaking North America, the USA. was the last region in the entire NEW WORLD to bring in African chattel slaves.  The English in JAMESTOWN, Virginia, established in 1607,  did not bring in the first Africans as slaves until 1619.  Africans were taken to the Caribbean as chattel slaves perhaps as early as 1512, while they were next brought into the NEW WORLD by the Portuguese in Brazil next,  no later than 1540 in this case.  So you can see just how late in the game it was before the English began to import West Africans.

By the time England took over the area of the CHESAPEAKE BAY, where Virginia is located, the chattel slave system had been in operation throughout the entirety of the continent for 100 years.  It was therefore well known to the Europeans how to use African chattel slave labor to the greatest profit because the paradigm had long been established in the West Indies and Brazil.  Get in thousands of Africans who would be paid nothing for their labor-power, while the slaves at the same time that they were not paid, were generating capitalistic profits for the western European nations which was on an historically unprecedented level!  Until this point in history they profits made from sugar and tobacco, not to mention gold and silver, all worked by African slave unpaid labor had no equal!  And, for our purposes here, it can be said that England got its piece of this tremendously profitable NEW WORLD profit pie.
