Question 1

 

 US should not stop economic cyber espionage against China regardless of whether China has promised to stop economic cyber espionage against (U.S Fidler, 1). First, it is important to understand that the primary purpose of economic cyber espionage between U.S and China is to share common interest and work together to strengthen cooperation.  Though China says that United State is ‘the biggest cyber bull’ U.S and China should look for defense strategies and countermeasures to solve the problem (U.S Fidler, 1). In this case, the two countries should to use deterrence. The two nations should have the power and willingness to react toward cyber intrusion by the help of military force. Other effective solution which the two countries can use is international cooperation treaties. The latter will put restrictions in cyber realm, it will ensure that private sectors have specific duties which will hinder them from engaging in bad cyber acts and finally it will ensure international organization where cooperation is maximized. Last but not least, rather that stopping economic espionage; both nations should implement international law.  All these problems arise due to the lack of international law (U.S Fidler, 1). Under the law, the nations will be able to govern behavior, there will be rules based on kinds of attacks and the law will provide means of seeking justice in cases of cyber attack.  In general, international law encompasses trade secret protection, formal cooperative agreements and trade policy tools (U.S Fidler, 1).

           

 

Question 2

U.S should not stop cyber espionage with allies. U.S and its allies should consider the intelligence activities and solve their issues in private secure channels (Rubenstein, 1). It is also important to note that long-standing allies depend on U.S and so they should continue with the cooperation for economic relations. In offering solution to the problems facing U.S and its allies, U.S should stop cyber deterrence and limit intelligence operations. Other point is that U.S should understand that allies such as Germany are finding effective measures for cyber war and protection of computer networks. It is possible for the allies to detect threat and put necessary measures against them (Rubenstein, 1). In general, allies have Cyber Security Strategy which will help in protecting data networks.
