The purpose of this project is to compel students to identify a problem within their communities and to develop a new legal means of addressing that problem.
•This new legal means will be the development of a new municipal code for the cities that they live in.
•The first step is to make sure that the new municipal code is not against existing law or unconstitutional at the state or federal level.
•Your new municipal code cannot infringe on a person’s individual rights of movement, privacy, exercise of religion, etc.
•For example, restricting certain vehicles from parking on certain streets/locations IS NOT a restriction of a person’s movement.  
•Some of the common problems that students may want to address are:
•Loitering at certain locations
•“Unlawful” gathering (gang deterrence)
•Parking of certain vehicles in certain areas (i.e. commercial trucks in residential neighborhoods, parking on lawns, etc.)
•Exterior home maintenance (home value preservation)
•The student’s municipal code proposal should be worded so that it will be easily understood by both city officials and the public that is affected.
•The proposal should briefly introduce the background of the problem;
•The proposed solution;
•Funding for enforcement;
•The enforcement entity (police, fire, animal control, etc);
•And finally, the actual language of the municipal code that you are proposing.
•If a sufficient municipal code or CA codified law already exists, you MUST discuss how to improve enforcement efforts so that the problem you identified is properly addressed.
•This project is limited to a 2-3 page proposal, in a single-spaced, block memorandum format. There is no APA requirement for the main body of the memorandum (refer to the next slide)
•An APA-formatted reference page is required with 1-2 references.
