Paper Instructions:

The Sherman Antitrust Act, and its successor laws, were enacted by the U.S. Congress to curb concentrations of power that interfere with trade and reduce economic competition.  The Physician Self-Referral Law, commonly referred to as the Stark law, prohibits physicians from referring patients to receive "designated health services" payable by Medicare or Medicaid from entities with which the physician or an immediate family member has a financial relationship unless an exception applies.

Write an 8 to 10-page paper (not counting title/cover and reference pages) on how together these laws have or have not worked to (a) preserve and promote a competitive market and (b) reduce health care costs in the U.S.  Discuss the pros and cons of each and any changes to either that have been sought/pursued by providers of health care (doctors, hospitals, consumer groups, etc.)
